15th Meeting of the Quality Assurance Council – Vinh University

On September 24, 2023, the Center for Education Quality Assurance at Vinh University organized the 15th meeting of the Quality Assurance Council to assess the quality evaluation results of 17 training programs (CTĐT) from 06 educational institutions and 01 university. The meeting was conducted in a hybrid format (both in-person and online).

The Vietnam-UK Institute for Research and Education (VNUK), University of Danang, had 3 programs reviewed during this meeting, including: Computer Science, Biomedical Sciences, and International Business and Management.

The meeting was attended by members of the Quality Assurance Council, Dr. Lê Mỹ Phong – Deputy Director of the Quality Management Department, Ministry of Education and Training; the Secretariat; heads of the external evaluation teams; and representatives from the educational institutions mentioned above. Dr. Trần Đình Quang, Chairman of the Council, chaired the session.

Representatives from the Vietnam-UK Institute for Research and Education (VNUK), University of Danang, participating in the meeting included:

• Associate Professor, Dr. Lê Thành Bắc – Vice Rector of the University of Danang

• Associate Professor, Dr. Giang Thị Kim Liên – Vice Dean of the Vietnam-UK Institute for Research and Education

Along with department heads, lecturers responsible for the reviewed programs, and staff from the Institute’s Testing & Quality Assurance team.

Main Activities of the Meeting:

At the opening session, Dr. Trần Đình Quang, Chairman of the Quality Assurance Council, welcomed the delegates and participants. The Chairman introduced the agenda of the meeting and announced the meeting procedures and principles. Based on this, he presented the main content and objectives of the meeting, ensuring a thorough approach to the proceedings.

During the opening session, Dr. Lê Mỹ Phong, Deputy Director of the Quality Management Department, Ministry of Education and Training, commended the professionalism, seriousness, and objectivity in implementing educational quality assurance activities in general, and specifically in the evaluation of educational quality results by the Center for Education Quality Assurance – Vinh University, as well as the work of the Quality Assurance Council.

After the opening session, the Quality Assurance Council held a separate meeting to finalize the content and working methods of the Council. Dr. Phan Hùng Thư, from the Center for Education Quality Assurance, represented the Expert Subcommittee to present a summary report on the self-assessment and external evaluation processes and results of the training programs/educational institutions being reviewed and accredited in this session.

The Council members engaged in discussions and exchanges with representatives from the educational institutions and external evaluation teams to gain a deeper understanding of the schools and their training programs. At the same time, by exploring the history, development, and operational processes of the institutions and programs being evaluated, the Council aimed to offer suggestions, directions, and appropriate decisions for the next phase.

At the end of each session, the Quality Assurance Council held discussions and conducted a direct, secret ballot to approve the resolution regarding the evaluation of educational quality results for the training programs/educational institutions. On behalf of the Ballot Committee, Associate Professor, Dr. Trần Bá Tiến – Council Member and Head of the Ballot Committee, announced the voting results and approved the resolution on the programs and institutions whose evaluation results had been verified.

Following the meeting, the Center for Education Quality Assurance – Vinh University will complete the necessary procedures in accordance with the quality assurance process to issue certificates of quality accreditation to the approved institutions and publicly announce the evaluation results.
